Steve McClain, a Detroit-area man seems to have taken it upon himself to become a citizen watchdog.  He spends his time photographing city officials breaking the laws that they are sworn to uphold.  Recently, he caught a city police officer, in a K9 unit, not wearing his seat belt.  He caught it on tape. 

He follows the officer and tells him to "put his seat belt on."  He ends up getting arrested for reckless driving for pulling his car in front of the cop car.
