Have You Spotted Any of The Gnomes in Lawton? [PICTURES]

My friend Tauna and I were walking back from lunch today and I just happened to glance down and see a wooden block with a gnome painted on it screwed to the bottom of an electrical pole.

I looked at Tauna and said "Look! What are those?" She didn't know either. We continued to walk down 7th Street and noticed them on every wooden pole.

Have you seen any? Does anyone know their significance? Do I win a prize because I spotted them first?
